Revitalization of the Agricultural Land Reserve (ALR) and the Agricultural Land Commission (ALC) in a manner that considers broader provincial economic objectives and is complementary to the ¿New Framework for Natural Gas Development¿ and that maintains oil and natural gas activities are a use compatible with agriculture and agricultural land described in the Agricultural Land Commission Act and amendments (Bill 52). Encourage the Ministry and the Agricultural Land Commission to acknowledge the role of the Oil and Gas Commission (OGC) and to work with the OGC to further the one window regulatory approach for the oil and gas sector and seek ways to further streamline and improve the review and approval process.

Ensure workability, clarity, competitiveness and fairness of policy, legislation, regulation and management tools (voluntary and non-voluntary) for the following: the Oil and Gas Activities Act (s. 103 and 104), the Environmental Protection and Management Regulation, the Water Sustainability Act, the NE Water Strategy, the CE Values Framework, the Environmental Stewardship Initiative, the Climate Action Plan, air policy, as well as other resource values (gravel) important to access. In particular, the scope of initiative includes matters such as land use plans, special management areas, or conservation zones, species at risk, old growth management areas, area-based analysis, cumulative effects pilot projects, integrated resource decision-making, environmental mitigation and offsetting, cumulative effects assessment, regional strategic environmental assessment, methane emissions, and professional reliance. All subjects to be addressed with consideration of clarity, efficiency and fairness of policy framework, legislation/regulation and management tools for oil and gas sector as one of many regulated industries. Promote proposals that maintain a vibrant and competitive oil and natural gas sector while efficiently and effectively managing to meet policy outcomes. Upstream competitiveness in comparison to other producing jurisdictions and the meaning of Energy Intensive Trade Exposed (EITE) industries and ensure the government follows through on EITE and establish a greenhouse gas protocol for greenfield certification of upstream facilities.
