The workability of policy, legislation, regulation and management tools (voluntary and non-voluntary) regarding values identified under Oil and Gas Activities Act (OGAA) s. 103 and 104 as well as the Environmental Protection and Management Regulation, Cumulative Effects Values Framework and other resource values (gravel) important to access. In particular, scope of these issues may include: land use plans at various scales (including conservation zones), species at risk (such as caribou recovery and action plan), old growth management areas, cumulative effects management (including Area Based Analysis (ABA)) and values frameworks, integrated resource decision-making, environmental mitigation and offsetting, qualified professionals and regulatory management of micro-seismic data. Ensure workability, clarity, competitiveness and fairness of policy, legislation, regulation and management tools (voluntary and non-voluntary) for the following: the Oil and Gas Activities Act (s. 103 and 104), the Environmental Protection and Management Regulation, the CE Values Framework, the Environmental Stewardship Initiative, as well as other resource values important to access. In particular, the scope of initiative includes matters such as land use plans, special management areas, or conservation zones, species at risk, old growth management areas, area-based analysis, cumulative effects pilot projects, integrated resource decision-making, environmental mitigation and offsetting, cumulative effects assessment, regional strategic environmental assessment, methane emissions, and professional reliance. All subjects to be addressed with consideration of clarity, efficiency and fairness of policy framework, legislation/regulation and management tools for oil and gas sector as one of many regulated industries. Promote proposals that maintain a vibrant and competitive oil and natural gas sector while efficiently and effectively managing to meet policy outcomes. Ensure workability, clarity, competitiveness and fairness of policy, legislation, regulation and management tools (voluntary and non-voluntary) for B.C. Caribou Recovery Action, including draft Section 11 Agreement and draft Partnership Agreement, and the B.C. Environmental Assessment Revitalization process. Ensure workability, clarity, competitiveness and fairness of policy, legislation, regulation and management tools land use management processes such as, but not limited to the Regional Strategic Environmental Assessment (RSEA) and Fort St. John Land and Resource Management Planning (LRMP) initiatives.
