Discussion took place to discuss the existing Renewable and Low Carbon Fuel Requirements Regulation (RLCFRR) in view of the unintended consequences it is creating for Shell in its first compliance year. Shell's intervention was for BC Energy, Mines and Petroleum Resources to listen to our reality, pause the RLCFRR and reflect on adjustments that could be put forward in the short term to meet the provincial environmental objectives while ensuring that credible and realistic compliance pathways exist for Shell Canada. Shell's proposed Low Carbon Framework for Road Transportation Fuels was also discussed

In cooperation with Canadian Association of Petroeum Producer staff, and other industry members, we asked the BC government to issue another request for applications for the Net Profit Royalty Program in early November 2010. The communication was with the Executive Director in the Royalty Policy Branch of the BC Energy Department. A letter was sent to this individual from CAPP to make the request. I participated in the committee that created the letter. Group telephone conversations also took place with the person noted above.

Efforts will ask the government to make changes to their net profit royalty program to widen its availability and its applicability. Government communications will also ask for a new program, or revisions to existing, to increase the availability of the deep royalty credit program to shallower wells.
