Introduction to the Target Contact of a recent decision made by a Department of Agriculture advisor biased against the dairy farmer's Nutrient Management Plan which directly affects the farmer's ability to obtain an approval for the Nutrient Management Plan which in turn affects the farmer's ability to obtain approval to move forward on a project to build a bio-digester to generate alternative energy and employ innovative nutrient recovery and management.
