The Vehicle Impound program has tied rates paid to towing companies with towing and storage rates paid by ICBC. The VI program represents a significantly different business model to towers than their ICBC business model and tying rates to ICBC rates is unprofitable and unsustainable. Furthermore, by mandating that rates under the VI program are the same as ICBC rates, motorists whose vehicles are impounded under Motor Vehicle Act violations are inadvertently extended discounts over retail rates. The ARA proposes an alternate method of determining towing and storage rates under the VI program.
