The Chamber supports initiatives that help employers find and retain workers with the right skills and qualifications, thereby attracting investment, driving economic growth, and spurring innovation. Areas of specific interest include cost of living, access to affordable housing, the Provincial Nominee Program, skills training, domestic labour mobility, timely access to labour market data as well as costs to businesses, e.g. employer contributions to CCP,MSP as well as minimum wage.

Once the Southern Strait of Georgia National Marine Conservation Area (NMCA) Reserve is established , ownership of provincial lands - including the seabed - would likely be transferred to the federal government. For waterfront residential and commercial properties, that means the submerged lands below the high-tide watermark would be transferred from the Province of B.C. to the Government of Canada. Beyond the transfer of submerged lands ownership, there is a complex jurisdictional maze that includes First Nations, regional districts, municipalities, transportation authorities, and island trusts. This area also has more than 100,000 residents and countless visitors who have relied on easy and free access to waters for decades. Such a delicate operating environment has a direct impact on residents¿ quality of life as well as on local businesses. The Chamber is supportive of continued dialogue regarding the proposed NCMA Reserve in the Strait of Georgia, provided its unique environment and its importance to the health and prosperity of the regional economy is clearly recognized. To that end, The Chamber expects a specific piece of legislation be enacted to address unique nature of the Strait of Georgia NMCA Reserve, such as was done with Saguenay-St. Lawrence Marine Park.

Arranging meeting between an individual and a public office holder for purpose of lobbying
Development, establishment, amendment or termination of any program, policy or decision
Introduction, modification or repeal of legislation, a bill or regulation
The Chamber believes well-designed and effectively enforced regulation improves the functioning of the economy. Over recent years, Greater Victoria has seen existing or proposed government regulations unfairly disadvantage businesses. The regulatory framework, at all level of government, should allow for fair and competitive business environment to support businesses, protect consumers, and build healthy communities. Specific areas of interest pertain to commercial ridesharing (e.g. Uber), as well as medical and recreational marijuana, short-term vacation rentals (e.g. Airbnb), etc.

Municipal Affairs
Arranging meeting between an individual and a public office holder for purpose of lobbying
Development, establishment, amendment or termination of any program, policy or decision
Introduction, modification or repeal of legislation, a bill or regulation
The Chamber believes local governments have a fundamental role in providing services that support families, business, and the broader community. The tendency of local governments to continue to spend in an unsustainable manner given the revenue options available has been well documented by experts in the field of municipal governance and taxation. Municipal services, e.g. police and fire protection, public works and recreation, can be delivered in a more efficient and cost-effective way, helping to decrease the overall tax burden and free up more disposable income. Specific areas of interest include regionalized services, "red tape" reduction, management of public infrastructure.

The Chamber believes a regionalized transportation strategy - one that incorporates all modes and mediums of transportation - is vital for success and growth. Travel times are increasing, infrastructure is aging, while transportation strategies are becoming increasingly disjointed. Considerable improvements to existing infrastructure and travel options are needed to efficiently move people and goods in and out as well as within Greater Victoria, thereby stimulating economic growth and improving our quality of life. Specific areas of interest include regional multi-modal transportation network (including transportation authority) and public infrastructure that creates jobs and enables trade, such as the Belleville International Ferry Terminal.

The Chamber believes Greater Victoria's future economic growth will be influenced by employers's ability to access and retain workers with the necessary skills to strengthen the workforce. Greater Victoria businesses are already citing challenges in hiring and housing qualified workers as a barrier to growth.

Businesses throughout Greater Victoria are expressing a growing level of concern about the impact local governments have on their companies' ability to grow.

Growing concerns over closing businesses, particularly with store-front locations. Although this issue is most visible in the downtown, it is an issue across Greater Victoria. It is important to find opportunities for local business to be developed or expanded, an area that includes import and export, excise taxes, labour mobility, inter-provincial trade and the like.
